Right under the nose of D and her spy agency. They can’t be too smart or they might know how to revolt. They have to be arrogant enough to think they can outwit karma - when they have precious little intelligence. They are picked for their looks but there is a short term on that. I am so insulting but where is the flaw in this logic?
