This is part of a series why a Hortense broke the law. When we last left off, Hortense had been obliged to take on a second young man in distress in connection with the revolutionary activity that was occurring around Rome in 1830/1831.

The more serious elements of Romagna, where the revolution was making progress, aroused great consternation in Rome. The cardinals were beginning to lose heart. Without any means of resistance, was it necessary to make some concessions to the insurgents? They received everyone's advice, even sought it out, and decided nothing.
A young Belgian scientist, M. Verhulst, was in Rome for his health. He came to my house very often in the evening; we had frequent discussions together.
One morning, he asked to speak to me, and he brought me a draft constitution for the Roman States, which he wanted to submit to my criticism before giving it to the Cardinal-Vicar to show it to the Pope.

I couldn't help laughing at the singularity of my position. Me, revise a constitution, and for the Pope! It made me feel like it was a joke. But my young Belgian was not laughing.
“I talked all evening yesterday”, he said to me, “with several cardinals, their terror is great. I told them about the only way to save the Church and the State.

“They found all my observations correct and one of them wants me to submit them today, even to the Pope. Here is the constitution, the foundations of which I have just outlined.

“If the Pope were a man to make the concessions - Alas! If he were suitable, he would tomorrow be the head of all Italy. He would perhaps still dictate laws to Europe, and restore religion, allied with liberty, returning to it the splendor which it once had.
